Airborne law enforcement can be critical in protecting our schools and communities from the threat of an active-shooter. But the tactical vantage point provided by the aircraft can be obscured by rooftops and the building itself. This makes pinpointing the exact location of the threat in a building or on campus a challenge.

The Riverside Police Aviation Unit in Riverside, CA recently became the first airborne law enforcement unit in the county to use augmented reality map overlays to address this challenge.

Using Churchill Navigation’s Augmented Reality Mapping Software (ARS), the Riverside Police Aviation Unit worked with local school resource officers to map the layout of every public and private school in the community.

Now, when the aircrew responds to a call, the video from the camera in the aircraft can be overlaid in ARS with a real-time map of the campus or building’s floorplan. The operator can toggle the overlay on or off as needed to coordinate the response from units on the ground, setup a perimeter, or assist those in harm’s way.

With information about the situation often coming from those inside the building, knowing the exact location of each building, classroom, hallway, and office lets airborne law enforcement pinpoint the threat from above – potentially shaving critical seconds or even minutes off the response to an active-shooter situation.

Troopers from the Washington State Patrol Aviation Unit recently assisted on a motorcycle pursuit along I-5 and Highway 529 in Snohomish County. During the 17-minute pursuit, speeds topped 147 mph. Eventually, the driver abandoned the motorcycle and attempted to hide behind a boat but was quickly apprehended thanks to the highly trained crew in the Aviation Unit’s Cessna 206, “Smokey 3”.

Using Churchill Navigation’s Augmented Reality Mapping System (ARS), the WSP aircraft was able to accurately track the driver’s location, even as the motorcycle sped along at extreme speeds. ARS’s augmented reality street and address overlays and accurate real-time speed information, helped provide the information the troopers on the ground needed to apprehend the suspect.

The driver was arrested and booked without incident thanks to the collaboration between the WSP Aviation Unit, communications, and troopers on the ground; as well as assistance from the Everett Police Department.

KABC-TV, the most watched television station in Southern California, is live with their upgraded news helicopter, Air7 HD, featuring SkyMap7 powered by Churchill Navigation’s Augmented Reality mapping System, or ARS. Churchill Navigation, the industry leader in augmented reality mission management for airborne law enforcement, utility inspections, and aerial surveys, is now revolutionizing the way that electronic news gathering (ENG) organizations present aerial coverage to their viewers.

Dubbed “SkyMap7” for KABC-TV’s on-air use, ARS seamlessly overlays street and highways labels, businesses, and many more visuals on top of the live video collected by Air7 HD’s onboard broadcast camera. This allows viewers to instantly see where news is taking place. Scenes captured by the helicopter take on a whole new level of relateability and context when viewers can see location and speed information on-screen, in real time.

While Air7 HD has only been flying with ARS/SkyMap7 for a few weeks, the station has already taken advantage of the unparalleled level of viewer immersion offered by the Churchill Navigation system. During recent storm coverage, SkyMap7 was used to show viewers roads impacted by flooding and lane closures. Recent events covered by ARS/SkyMap7 have also included car chases, traffic reports, and coverage of a widespread power outage in Hollywood.

A Total ENG Package

ARS/SkyMap7 is not the only piece of the new technology KABC-TV is debuting on Air7 HD. Providing video is the cutting-edge SHOTOVER F1 LIVE camera system with XTREME Vision. XTREME Vision is an industry-first 6500mm zoom focal length, which is over eight times that of conventional systems. The two systems, ARS/SkyMap7 and XTREME Vision, combine to represent a level of ENG capability not seen on any other news helicopter in the county. The news ship is managed by leading flight service company Helinet Aviation, and provides live aerial coverage for the entire Los Angeles region.

On January 14, SpaceX successfully completed the insertion of 10 Iridium Next satellites into orbit and nailed the first stage booster landing on an autonomous drone barge to mark their fifth successful recovery of a booster. Churchill Navigation was pleased to play a part in this story — an ION digital video recorder, connected to a FLIR SC8300 MWIR camera, was used to record telescopic thermal imagery from a Vandenberg AFB tracking station for post-mission analysis.

ION has Built-in Flexibility for Range Operations

The ION DVR is equipped with a variety of inputs making it suitable for range operations. These inputs include IRIG-B, HD-SDI, Camera Link, and GigE for video, as well as Ethernet and serial ports for recording telemetry and metadata. With a fire season that runs roughly from November through April, aerial firefighting crews in Australia are always looking for a way to gain the upper-hand on fast-moving bushfires. Recently, crews with AGAIR PTY LTD began using two Churchill Navigation products to better capture, manage, and assess video from airborne firefighting efforts.

Flying under the callsign “Air Dog”, AGAIR’s lead plane is used to direct the activities of the air tankers by both verbal target descriptions and by physically leading the airtankers on the drop run. Air Dog is equipped with two cameras that allow it to capture a comprehensive picture of every mission; a forward-facing Max-Viz infrared (IR) camera used to capture footage of the fire and help to determine the best locations for the drop runs, and a rear-facing HD action camera used to capture the drops from the tanker aircraft following them.

The ION records the video and metadata produced by both cameras and saves it to a removable drive. This allows Air Dog’s crew to quickly transfer and evaluate footage taken during the drop runs. During one recent bushfire outside of Sydney, the Londonderry fire, Air Dog served as the lead plane for the DC-10 Very Large Air Tanker and C-130 Hercules Large Air Tanker as well as other assets from the New South Wales Rural Fire Service. The combined efforts of these units helped contain a fire that threatened hundreds of lives and millions of dollars of property.

After each mission, footage of the drop runs captured by Air Dog’s two cameras is uploaded to Earthscape, Churchill Navigation’s cloud-based video management solution. Earthscape is used for evaluation and debriefing of the firefighting efforts. Video location information provided by a Garmin GNS-430W onboard the aircraft ensures that each video contains accurate location metadata that can be used to display the video side-by-side with Earthscape’s moving map. Video imported into Earthscape is indexed and can be queried by location, tags, date, or any of several other parameters.

During the summer of 2016, a team of researchers at Purdue University’s Earth, Atmospheric, and Planetary Sciences Department conducted a test program to determine the practicality of using Shortwave Infrared (SWIR) imaging to improve detection of poorly-visible tornadoes in supercell thunderstorms. Knowing flexibility and functionality was a key requirement for capturing the video their research depended on, the Purdue team called on the Churchill Navigation ION digital recorder.

The ION and CameraLink adapter allowed the team to quickly connect and record video and metadata simultaneously from two different types of cameras; a SWIR camera provided by Sensors Unlimited and a visible-light camera. SWIR imagery typically has a higher dynamic range in haze and low-light conditions thanks to its use of longer wavelengths than visible light. The two cameras were mounted side-by-side and the recorded video from each was saved by the ION to USB media for easy cataloging.

Forecasts were monitored daily during the test period. When conditions favored the development of large, supercell thunderstorms, both cameras and ION were transported into the field and deployed in a safe location where video of the cloud bases could be captured. Over the course of the summer, the team managed to capture several hours of visible light and SWIR video of pre-tornadic thunderstorms. SWIR video of cloud bases was compared to video of the cloud bases captured in the visible-wavelength. The visible and SWIR videos were then edited using commercial software and synchronized in time.

Clips from the visible and SWIR cameras were shown to two trained weather spotters with similar experience levels. The spotter’s eye movements were then analyzed using eye-tracking technology. The goal was to examine the spotter’s eye movements as a means of comparing the potential for increased recognition of tornadic cloud bases.

swir-vis-stormcomparison

A side-by-side comparison of (a) VIS and (b) SWIR images of the same thunderstorm cloud base near Lebanon, Indiana on 15 June 2016, showing the higher dynamic range and enhanced cloud texture details in the SWIR image.

The research concluded that there is a distinct possibility that SWIR video imagery can be beneficial to storm spotters. In particular it found that, “an ambiguous, non-tornadic cloud base lowering was quickly dismissed by a participant viewing the scene in SWIR, while a participant viewing the same scene in VIS light had a more difficult time determining that the feature was non-tornadic. Because SWIR light is less susceptible to scattering by intervening haze, allowing cloud base features to be more easily discerned.”
